1993
Excavation for RSA Energy Plant at Monroe and McDonough; PCE found.

1993 - 2003
ADEM and EPA investigated site; evaluated cleanup options; City passed ordinance for no wells downtown.

2008 - 2010
EPA began supplemental investigation and identified four Potentially Responsible Parties. Montgomery Water Works closed well field and relocated wells away from downtown.

2011 - 2012
Potential Indoor Air Quality issues identified at County Annex III building and Attorney General Buildings. Tests showed no identified contaminants exceeded health screening levels. Remedies implemented at both buildings. 

2012 - 2015
City of Montgomery, Montgomery County, Montgomery Water Works Board, State of Alabama and Montgomery Advertiser form Downtown Alliance. Negotiate repayment of EPA past costs and sign agreement with ADEM to complete investigation. 

2016

  • March - ADEM Approval of Community Involvement and Outreach Plan
  • May - ADEM Approval of Technical Work Plan
  • July - Begin field work to implement Technical Work Plan
  • September - Begin Phase II Field Work to evaluate potential for vapor migration from the groundwater
  • December -Conduct Phase II water level monitoring

 2017

  • February - Conduct wet weather seasonal evaluation of groundwater and river levels
  • May - Submit Environmental Investigation Report to ADEM
  • July - ADEM comments on Environmental Investigation Report
  • October - DEA submits final Supplemental Environmental Investigation Report 

2018

  • March -ADEM Concurrence of Environmental Investigation Report
  • July -DEA submits Risk Assessment/Alternatives Analysis
  • October -DEA submits revisions to Risk Assessment Comments

2019

  • February -DEA submits Final Risk Assessment/Alternatives Analysis
  • March-ADEM Concurrence of Risk Assessment
  • May -DEA submits Draft Institutional Controls Plan
  • July -DEA submits Final Institutional Controls Plan
  • August -ADEM concurrence with Institutional Controls Plan
  • October -DEA submits Remedial Action Report
  • November -ADEM concurrence with Remedial Action Report

2020

  • May - ADEM recommendation to EPA Region IV to De-propose site from National Priorities List
  • June - EPA Region IV determines site is eligible for De-proposal
  • September - Notice to withdraw proposed listing for Capital City Plume on National Priorities List

2021

  • March - Submit 2020 Remedial Action Progress Report

  • March - Submit 2021 Remedial Action Progress Report

2023

  • May - Submit Addendum to Institutional Control Plan and Submit 2022 Remedial Action Progress Report
