II. Establish Sign Application Review Committee
• 4 or fewer members can convene to review applications without a public hearing/notice. Because of the number of current members, recommend that each committee be comprised of 3 members with one alternate:

• Recommend implementing a rotation of members for spring and fall deadlines, with one or two overlapping members initially as this is a new procedure.
• Recommend that for the September 1 deadline the Committee reports back to the HPC at the November 10, 2020 meeting with the recommendations to be voted on for approval by the full body.
• Signs can then be ordered and awarded to recipients at the December 8, 2020 meeting.
III. Powers and Duties—Design Guidelines
ARB guidelines were last done in 1985 (!). HPC is charged with approving guidelines for the ARB to use: 15-34(13) Approve design guidelines based on the Secretary of the Interior's Standards for Rehabilitation. The ARB is charged with adopting general design standards that are consistent with the SOI Standards , taking into account local characteristics and goals.
• Survey to the historic districts to get feedback on some items the ARB has been inconsistent on, partly due to the introduction of new/alternate materials, as well as how important visibility from the street is with changes.
• HPC will be asked to review guidelines to be prepared by staff, and be prepared to answer questions by the public regarding the guidelines. Recommend this be done by a committee that reports back to the HPC versus hashing out details in a public forum.
• Recommend an ad hoc committee of 3 members once guidelines are available for review. Interested members may volunteer now.
• Recommend that the committee establish a review process: committee; internal/HPC; with ARB; and with neighborhood representatives prior to final approval
