CHIEF OF COMMUNICATIONS

Mr. Larry Fisher is the Director of Communications. He was born in Ohio but grew up in the state of Florida. In the early 70s he decided to join the United States Air Force. He later retired after serving 20+ years as a communications intelligence analyst, traveling from location to location throughout the world.

Mr. Fisher then began his career with the public safety service. He has been in Public Safety now for over 17 years. He recently moved from Delaware County Ohio, where he served as the Director of Emergency Services. He was responsible for countywide communications (including 9-1-1 and radio dispatching), Emergency Medical Services, Emergency Management and Homeland Security.

Mr. Fisher is a multi-disciplined technician and manager with over 35 years of progressive experience. His areas of expertise include communication systems operation and analysis, database management, system requirements definition, software applications, budgetary procedures and personnel management. His work experience also includes technical reporting, training and liaison functions with higher management, vendors and customers as well as extensive capital project experience and significant accomplishments in contract negotiations. In June of 2007, Director Fisher was hired by Mayor Bobby Bright. DEPUTY CHIEF OF COMMUNICATIONS

Deputy Chief J.M. Dillard began his career in Public Safety with the Montgomery Fire Department on May 27, 1988. He progressed through the ranks in Fire Suppression to the rank of Fire Captain. In October 2000, he was assigned to the Division of Fire Communications and promoted to the rank of District Chief. In April 2002, the Montgomery Fire Department restructured its Division Commanders and, on April 13, 2002, Chief Dillard was promoted to the rank of Assistant Chief under that restructuring process.

Chief Dillard served as a volunteer firefighter for the Pike Road Volunteer Fire Department, from approximately 2001 through 2003. He is also a member of the Association for Professional Communications Officials. Throughout his career, he has taken courses with The Alabama Fire College in Tuscaloosa, Alabama; National Fire Academy in Emmitsburg, Maryland; U.S. Department of Justice (WMD); and the U.S. Fire Administration. Courses include Communications, Emergency Medical Services, Hazmat/WMD, and Firefighter Certifications.

On July 9, 2004 Chief Dillard was promoted by Mayor Bobby Bright to Assistant Director of the City’s newly created Department of Communications. He currently serves on the City Street Naming Committee for the City of Montgomery and on the Technical Operating Committee for the Montgomery Metro Communications Cooperative District.He may be contacted at:
