NOTICE TO INTERESTED PARTIES AND REAL ESTATE DEVELOPERS - The City of Montgomery is seeking developers for the sale and development of excess property located at 414 Caroline Street, a .9 acre site just north of Downtown Montgomery.  Submission guidelines are outlined on page 12 of the RFP (downloadable below).  The expected minimum bid is $99,000.00.  Proposals must include the Proposal Certification Form, details of design concepts that provide of an active ground floor; utilize rear parking; use quality, sustainable and energy efficient materials; and rebuild the sidewalk and streetscape to enhance the pedestrian environment.  It is the intent of the city that the property be developed and active within 24 months of closing and the city will not consider proposals that indicate an intention to hold the property indefinitely.  Interested developers should evaluate the site, make an offer, and propose a development program, design concept, financing strategy, and development schedule that meets their investment objectives and achieves community goals.  A Development Agreement (“DA”) between City of Montgomery and the successful developer will be a recorded exhibit to any Purchase/Sale Agreement; the DA will be used to ensure that mutual commitments are made for the manner and schedule under which the development is to occur. The City reserves the right to accept or reject any and all proposals for any reason including: drawings, plans or specifications that are not suitable or desirable, in its opinion, for aesthetic or functional reasons; the suitability of the site plan, architectural treatment, building plans and elevations, materials, access, parking, streetscape design, or anything contrary the overall plan for the area.  The City also reserves the right to accept or reject any proposals from developer(s) or partners to development teams that have any outstanding legal issues, ongoing nuisance /citations/complaints, and/or outstanding taxes or liens related to other owned property within the city limits of Montgomery.

The City will host a pre-proposal conference on Thursday February 2, 2017 at 10:00 a.m. at 25 Washington Avenue in the 3rd Floor Conference Room to review the RFP requirements and illustrative design concepts.  Staff will be on-site at 414 Caroline Street, weather permitting immediately after, to answer additional questions and allow potential developers access to the property. 

Proposals will be accepted February 16, 2017 through March 31, 2017.  All questions or requests for information must be submitted in writing to Melanie Golson, Program Manager/Planner, City of Montgomery Department of Development via email at mgolson@montgomeryal.gov.
